Main Purpose of Job



The primary purpose of this position is to direct and manage
statewide Department of Public Safety and Correctional Services (DPSCS)
correctional training programs, including the correctional entrance-level
academy, field training, firearms, instructor programs, and numerous in-service
and advanced correctional officer programs.



POSITION DUTIES






  • Manage and supervise employees and unit activities assigned
    to Correctional and Parole and Probation training units.

  • Direct operations of the Correctional and Parole and
    Probation entrance-level academies to ensure compliance with minimum standards
    and mandated objectives, coordination of activities between academic and skills
    training, and serve as a liaison between training staff and other units of
    DPSCS.

  • Review for approval and provide oversight for statewide
    Correctional and Parole and Probation annual in-service training programs.

  • Coordinate with DPSCS units to solicit input on their
    training needs.

  • Manage, plan, supervise, and coordinate special projects,
    providing correctional training in and out of the country.

  • Serve as a member of the Executive staff and represent the
    Executive Director and/or Deputy Director at various events and committees for
    correctional training issues, attend graduations, and assist MD public safety
    agencies with training projects.


  • Serve as the Agency's
    representative to the MD Correctional Training Directors Association and the MD
    Correctional Administrators Association





MINIMUM QUALIFICATIONS



Education: A Bachelor's degree from an accredited college or university.




Experience: Six years of experience in the field of adult corrections. Two years of this experience must have involved either the supervision of other employees or overseeing and coordinating the general operations of a unit.




Notes:






  • Additional experience in the field of adult corrections may be substituted on a year-for-year basis for the required education.








  • Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.








  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required education and experience.







SELECTIVE QUALIFICATIONS




Internal-DPSCS Only

Three years of experience in the training field and familiarity with correctional training standards.

Five years of experience reviewing, interpreting, and applying requirements of statutes, regulations, policies, and procedures.







DESIRED OR PREFERRED QUALIFICATIONS




Preference may
be given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your
application regarding your qualifications.








  • Willingness
    to travel as needed throughout Maryland to provide training and/or
    represent the Executive Director or Deputy Director of the Maryland Police
    and Correctional Training Commissions (MPCTC).

  • At
    least three years of experience as an MPCTC certified academic instructor.

  • At
    least two years of experience working with professional correctional
    associations and organizations.

  • Experience
    developing policies, procedures, and lesson plans.

  • Experience
    presenting before large groups, executives, or dignitaries.






LICENSES, REGISTRATIONS AND CERTIFICATIONS




1.
Employees in this classification may
be assigned duties that require the operation of a motor vehicle.


2.
Employees assigned such duties will
be required to possess a motor vehicle operator's license valid in the State of
Maryland.
