The Agency is seeking an experienced professional in business systems analysis or end-user software support to serve as a Business Systems Analyst I to assist in/provide professional-level analysis of business processes and in the development, testing, implementation and maintenance of business applications.

Key Objectives:
The Business Systems Analyst I will be expected to accomplish the following priorities within the first 24 months:
- Analyze current business processes and make recommendations for improvement.
- Improve operational procedures to increase productivity.

This recruitment is being conducted to fill (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Probationary Period: 12 months
Under general supervision, analyzes Agency and departmental business processes to identify and coordinate the development and implementation of technology solutions to meet departmental and Agency business and operational requirements; develops business process requirements and improvements; facilitates development of priorities with managers to apply the Lean principals and change-management tools; coordinates and participates in applications testing and problem resolution; develops documentation and trains users; provides a variety of user support and training; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
Business Systems Analyst I is the entry-level professional class in this series. Initially under direct supervision, incumbents learn the Agency’s structure, operations and technology. Incumbents assist in professional-level analysis of business processes and in the development, testing, implementation and maintenance of business applications required to meet work requirements in an efficient and cost-effective manner. This class is alternately staffed with Business Systems Analyst II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications for the higher-level class.
Business Systems Analyst II is the skilled, professional journey-level class in this series. Under general supervision, incumbents perform the full range of assigned duties with a significant degree of independence and sound judgment. Work requires the knowledgeable application of analytical, information technology and project management skills. This class differs from Business Systems Analyst I in the skill level required and the incumbent’s knowledge of Agency technology, operation structure and systems, and business practices. Incumbents must be able to bring together department process experts to document business processes and formulate solutions. Incumbents coordinate with super users and consultants to develop, test and install agreed-upon solutions. Work requires demonstrated business analysis capabilities, strong critical thinking and communication skills, as well as the ability to integrate ideas and effort of technical and non-technical team members to achieve expected results.
Employees in this class typically report to a Systems Analyst Supervisor.

Provides user application support and technical training; analyzes, troubleshoots and resolves or coordinates the resolution of software problems and errors with other technology professionals or consultants; answers technical questions and provides guidance to users on system functionalities and methods for correcting problems; facilitates sharing of information regarding work process issues and consideration of both technology- and non-technology-based process improvements; works with or refers server, network, database or other complex problems to appropriate technology teams for resolution; develops work process and procedural changes to improve work efficiency and effectiveness and supplement technology solutions.
Maintains, supports and enhances modules in SAP and department-specific software solutions; sets end users roles and security levels; designs and generates custom reports and user-defined reporting tools to extract data.
Coordinates with department management and end users to define and analyze business and operational problems, process improvement opportunities and requirements; analyzes operational and business mandates and legal requirements; identifies and analyzes complex, ambiguous and/or conflicting business process issues; explains technology and process options and assists managers in analysis and decision making; analyzes management information needs and recommends data and reporting processes; writes functional requirements and production support specifications.
Leads project teams that analyze user operational procedures to develop business process documentation; creates detailed project plans and tracking metrics; assists in selecting and forming project teams; facilitates the resolution of issues between departments on multi-department projects; advises project teams on scope of work issues.
Participates in the development of statements of work for RFPs/RFIs; participates in evaluating vendor applications and solutions; coordinates department review of vendor deliverables for accuracy and completeness, ensuring that department needs and requirements have been met; coordinates any application/hardware problems and change request issues that require assignment of resources that extend beyond standard help desk response standards.
Plans and coordinates the deployment of new technologies within the Agency or department; coordinates user acceptance testing and the resolution of identified problems.
Analyzes and troubleshoots application problems and errors; takes action or communicates with other IT professionals or consultants to resolve problems; answers technical questions and provides guidance to users on system functionalities and methods for correcting problems.
Develops training materials and handouts; conducts user applications training classes and one-on-one training sessions; develops and maintains user documentation.
Serves as project manager for internally developed projects or projects developed with consultants; with the team, sets priorities, project tasks and time estimates; coordinates and oversees the work of team members and works with technical project leaders to ensure completion of deliverables to meet time, cost and requirement expectations; uses project management tools to monitor and report on progress.
Maintains up-to-date technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional associations.

EDUCATION, TRAINING AND EXPERIENCE:
A typical way of obtaining the knowledge, skills and abilities outlined is:
Business Systems Analyst I – Graduation from an accredited four-year college or university with major coursework in business or public administration, management information systems or a closely related field, and at least one year of progressively responsible experience in business systems analysis or end- user software support; or an equivalent combination of education, training and experience.
A Business Systems Analyst I may be considered for advancement to Business Systems Analyst II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources.
Typically, a Business Systems Analyst I is expected to be capable of meeting the proficiency criteria within a 24 - 36-month period, depending on an individual’s prior experience and progression in performing the full range of Business Systems Analyst II duties as described in the established performance criteria.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
SAP Certification is strongly preferred.
Project Management Professional (PMP) Certification is highly desirable.
KNOWLEDGE OF:
