General Purpose

 This NON-EXEMPT (eligible for overtime), position in the Public Works Engineering Department. The position of Construction/Utilities Inspector is a Grade 11 equivalency. 

Examples of Duties

A Construction/Utility Inspector performs quality assurance inspections on a variety of civil engineering and public works projects completed by the City, private developers, and utility companies, ensuring the projects meet appropriate City and industry standards. The Construction/Utility Inspector will work with the City Engineer to coordinate construction activities with contractors and the project team as well as attend various meetings to provide status updates, identify problem areas, and recommend resolutions. Other duties may include:

  1. Monitors testing lab activities for placed materials (examples: concrete, asphalt, embedment/backfill of underground utilities, etc.)
  2. Updates record drawings as needed, investigates customer complaints
  3. Maintains contract document files
  4. Perform and review construction, utility, and project inspections
  5. Perform roadway, structural, and infrastructure assessment
  6. Assist with utility location, project layout, and striping layout
  7. Perform right-of-way and easement investigation and update as needed
  8. Issue “Civil Restoration” permits, conduct review, calculations, and inspections
  9. Perform contract and plan review for construction and development projects
  10. Update City standards for construction and maintenance projects
  11. Locate, inventory, and document City infrastructure including, sidewalks, manholes, valves, curbs, and asphalt
  12. Track preventative maintenance program for asphalt
  13. Assist in planning and procurement documents for new projects
  14. Assist in CIP development
  15. Respond to issues related to engineering
  16. Work with City building inspector, and flood plan manager to assure compliance
  17. Participate in common line assessment program
  18. If workload dictates, the Construction/Utility Inspector could move to any of three assignment areas (horizontal, vertical, or right of way)
  19. Other duties as assigned
 

Required Qualifications

  • High School diploma or GED equivalent
  • Valid Arizona Driver’s License. A current CDL will be considered a plus
  • Basic knowledge of construction or maintenance plans or blueprints
  • Any combination of training, education, and experience equivalent to three years' full-time employment in paraprofessional engineering
  • Experience involving inspection and final acceptance of contract work; contract administration; working with non-City utilities
  • Direct interaction with the public in resolving problems
  • Ability to work nights and weekends as warranted, when directed, and ability to work within muddy and wet conditions, if warranted by the assigned tasks
  • Computer skills including MS Word, Outlook (email) and project management applications
  • Surveying skills, GIS experience, and experience working with a tablet are beneficial
  • Ability to perform manual tasks for extended periods of time
  • Must be able to pass drug screen, physical exam, and background check
  • Ability to establish and maintain effective working relationships with employees, other departments, and the public
  • Ability to multitask and maintain focuses on priority projects both in the field and in the office
  • Ability to problem solve, obtain assigned goals and act proactively
  • Ability to communicate effectively verbally, in writing and electronically
  • Ability to understand and carry out written and oral instructions
