Scope of Eligibility
Open to permanent employees who work for the Division of Environmental Evaluation & Remediation Review and meet the requirements below.

Description
Under general supervision of a Research Scientist 1 or other supervisory official in a state department, institution, or agency, conducts research projects or participates in functional programs in a specified professional field; assumes appropriate administrative and  scientific  duties as delegated; heads complex projects and makes recommendations to the supervisor; does related work.

Specific to the Position
Position 1: Research Scientist 2 position provide technical support on the most complex cases to the lead groups in CSRR on all aspects of hazardous site investigation and remediation. This includes support on traditional oversight cases as well as component and other reviews in support of the LSRP. Reviews and or develops site specific documents, attends meetings, visits hazardous waste sites and works with the assigned case team to assure that these sites are investigated and remedial alternative selected, following available regulations, guidance documents and best professional judgment. Under the supervision of RS 1/Supervisor or BEERA Management participates in program development initiatives, within CSRR and elsewhere at the request of management. Participates in complex Technical Consultations with members of the regulated community, supports higher levels of management on case specific and more wide-ranging guidance and policy issues. Assists in litigation support of high profile cases.

Position 2: The Research Scientist 2 (RS-2) must be technically proficient and experienced in ecological evaluations & ecological risk assessments. The RS-2 will lead peer review sessions between bureau in CSRR and other Department’s Divisions. The RS-2 will participate as a committee member as a bureau expert in committees and will take a leadership role in the development of technical documents. The RS-2 will provide support to RS-1 in database maintenance and assignments when necessary. The RS-2 will provide internal and external training. This includes but is not limited to training and mentoring new staff within the ecological specialty. The RS-2 will be the lead reviewer on high profile cases and participates in complex Technical Consultations with members of the regulated community, supports higher levels of management on case specific and more wide-ranging guidance and policy issues. The RS-2 will assist in litigation support of high-profile cases. Participates in rule making.

Position 3: This position provides technical support on the most complex cases to the lead groups in DETFS and DRM on all aspects of hazardous site investigation and remediation. This includes support on traditional oversight cases as well as component and other reviews in support of the Licensed Site Remediation Professional Program. Reviews and or develops site specific documents, attends meetings, visits hazardous waste sites and works with the assigned case team to assure that these sites are investigated and remedial alternative selected, following available regulations, guidance documents and best professional judgment. Under the supervision of RS 1/Supervisor or BEERA Management participates in program development initiatives, within CSRR program and elsewhere at the request of management. Participates in complex Technical Consultations with members of the regulated community, supports higher levels of management on case specific guidance and policy issues. Assists in litigation support.

Preferred Skill Set
Position 1: Proven ability to conduct technical reviews, to support the lead bureaus within CSRR, for the most complex sites in the CSRR program in accordance with current regulations and guidance. Ability to evaluate remedial investigation and remedial actions reports related to the vapor intrusion pathway. Support the evaluation of vapor mitigation systems maintained by the Bureau of Site Management. Supports program development initiatives based on experience within specialty fields.

Position 2: Proven ability to apply a broad background of scientific knowledge as well as the rules, regulations and guidance applicable to the Contaminated Site Remediation & Redevelopment program, particularly relating to ecological evaluations and ecological risk assessments. This position requires extensive knowledge of CSRR's regulations, technical guidance documents and ecological risk assessment, in relation to protection of ecological receptors.

Position 3: Proven ability to conduct technical reviews, to support the lead bureaus within CSRR, for the most complex sites in the CSRR program in accordance with current regulations and guidance. Ability to evaluate remedial investigation and remedial actions reports related to the ecological evaluations/risk assessments, compliance averaging, and sites being implemented for solar farms. Act as the climate change representative for CSRR, helping integrate CSRR into the Governor's adaptation strategies.

Requirements
EDUCATION:

Graduation from an accredited college or university with a Master's degree in a discipline appropriate to the position.

EXPERIENCE:
Three (3) years of full-time experience in a field appropriate to the position.

NOTE: A Doctorate in a discipline appropriate to the position may be substituted for two (2) years of experience indicated above.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
