The State Highway Administration (SHA) is seeking to fill an executive service position as a Deputy Chief Engineer for Planning, Engineering and Real Estate located in Baltimore CityThis position is open to anyone who meets the preferred qualifications listed below.  

This is a senior executive level position responsible for the direction, coordination, and management of the State Highway Administration’s Office of Planning and Preliminary Engineering, Office of Highway Development, Office of Structures, Office of Environmental Design, and Office of Real Estate. Collectively, these offices are responsible for the planning, engineering, and right-of-way acquisition activities associated with project development that leads to the advertisement of major projects and many system preservation projects for construction bids. The position is also a Leadership team member, which provides direction and leadership to SHA’s 3,000 employees.

Qualifications


PREFERRED QUALIFICATIONS:

Education:  Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Twelve (12) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience. Four (4) years of the above experience must have been in the field of engineering with duties involving: full responsibility for planning, directing, managing and administering major engineering work. A minimum of two (2) years of this work must have been in a management/leadership position at the senior level with concentration in planning, environmental, design real estate, highway and/or bridge development.

The ideal candidate will possess the following:

  • Professional Engineers License
  • Comprehensive senior level management knowledge of civil transportation operations to include federal and state highway regulations, policies and practices, environmental issues, and business functions
  • Experience with highway transportation engineering principles and practices
  • ITS and financial management experience
  • Skill in managing transportation, construction, and maintenance projects and budgets
  • Experience in developing and maintaining business practice accountability while managing and motivating employees
  • Experience building integrity and trust through effective communications with internal and external public and private sources
  • Ability to make sound and timely business decisions in the delivery of the agencies business mission objectives
  • Ability to identify required competencies in individuals qualified to accept delegated responsibility and accountability for decision-making
  • Ability to develop staff and provide appropriate management, direction, and guidance for accomplishing organizational objectives

NOTE:
1. Additional experience in professional engineering or a related technical field may be substituted on a year-for- year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.


Licenses & Certifications


Candidates must possess a motor vehicle operator's license valid in the state of Maryland.  All applicants must list their license number and expiration date on the application.

Special Requirements:

  • The candidate selected into this position will be required to be on call and available 24 hours a day for emergency situations.
  • Must be reachable and respond to cell phone calls after work hours.
  • Must be able to effectively operate in an action-oriented environment and provide strategic direction and leadership to employees who plan, design, construct, maintain and operate Maryland’s state highways and bridges.
  • Must be able to demonstrate the ability to handle multiple tasks, frequently under pressure and short deadlines.
