Nature of Work


 The Health and Human Resources Specialist, Senior serves as the point of contact for the West Virginia Breast and Cervical Cancer Screening Program (WVBCCSP) while responding to inquiries from providers, provides technical assistance, and makes referrals to program staff as appropriate. Prepares and maintains provider agreements for the WVBCCSP, verifies provider certification information, and obtains signatures to finalize agreements per current policies and guidelines. Incumbent updates provider contact information, provider agreements, forms, policies and procedures, and other related materials per current policies and guidelines as approved by director.  Maintain provider database, electronic, and paper files.  Evaluates potential provider issues identified by professional staff.  The incumbent tracks, monitors, and compiles fee for service data for the program to fulfill federal grant match requirements.  Works collaboratively with all agencies/individuals/providers involved with WVBCCSP to promote successful working partnerships.  Demonstrates credibility in keeping director informed and following policies and procedures and follows chain of command as set by OMCFH DH Policy.  
 
 The incumbent participates on the program/partner leadership team to provide input, support, and expertise in matters related to program policies and procedures.  Maintains and updates the policy and procedures manual, provider training manual, and other program related documents.  Incumbent maintains and updates all provider lists on a regular basis as appropriate. Works closely with the program director to provide program updates to participating providers, partners, and staff as appropriate. Works on special projects as assigned by the program director. The incumbent assists in grant writing, program reports, and information dissemination. Attends coalition and partnership meetings as assigned by program director. Demonstrates effective oral and written communication skills and professionalism. Works with the program director to plan and schedule program meetings and activities. Performs other duties as assigned by director.

Minimum Qualifications


Training:Bachelor's Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience:Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
