Position Summary
The Human Resources Manager position is responsible for implementing and administering Human Resources strategic programs, initiatives, and daily HR operational tasks.

Responsibilities include working closely with Director of Human Resources and MSBA leaders to ensure alignment of Human Resources objectives with authority wide business objectives as it relates to recruitment, retention, performance management, benefits and compensation, policy, DE&I and employee engagement.

The position formulates partnerships within the HR team and among management staff to deliver value-added service to management and employees that reflects the business objectives of the MSBA. The Human Resources Manager maintains an in-depth level of business knowledge and experience in organization design, culture and values and is competent to plan for and to execute human resources plans in support of the MSBA mission and goals. 

Responsibilities and Duties

    • In collaboration with the Director of Human Resources, roll out long term recruitment and retention strategies to ensure achievement of MSBA agency wide performance objectives.
    • Oversee HR operations, providing guidance to managers, in recruitment, performance management, compensation, professional development and training, benefits administration and overall human resources management.
    • Collaborate with the Director of Human Resources on HR procurements, implementation and project roll outs.
    • Work closely with management on retention and employee engagement to increase productivity and retention. Collaborate effectively with MSBA’s management to determine their current HR needs and provide HR guidance when appropriate.
    • Lead in recruitment and onboarding processes for new hires. Provide guidance and support to management on policy and employee relations matters.
    • Counsel leaders on key aspects of culture and managing performance against company values by providing guidance to managers (e.g., coaching, counseling, career development, disciplinary actions). Manage and resolve complex employee relations issues including conducting effective, thorough and objective investigations.
    • Facilitate career development planning discussions with department heads, including staffing assessments and talent management. Guide decisions in accordance with authority wide or department specific objectives that impact organizational structure, staffing assignments, employee development plans, career development, promotions, transfers in conjunction with administering MSBA compensation. Provides guidance and input on department restructuring, workforce planning and succession planning.
    • Maintain an in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with the legal department as needed/required.
    • Develop, design and streamline learning and development program and opportunities for the MSBA workforce. Identifies training needs for department heads and staff. Coordinate and conduct training sessions in collaboration with external vendors and internal staff. Participate in evaluation and monitoring of training programs to ensure success. Follows up to ensure training objectives are met.
    • Counsel leaders on key aspects of culture, employee engagement, reward and recognition. Facilitate the execution of Diversity, Equity and Inclusion vision, strategy and goals for the MSBA.
    • Collect feedback on HR activities, programs, events from staff to drive process or service improvements. Analyze trends and metrics in partnership with the HR group to develop solutions, programs and policies analyzing HR metrics.
    • Respond to general inquiries from employees and direct them appropriately. Provide HR policy guidance and interpretation to employees and management.
    • Work with external immigration counsel to coordinate and prepare required documentation for processing.
    • Stay informed about current HR trends, best practices, legal updates and developments to ensure compliance and continuous improvement.
    • Performs other related duties as assigned.

Supervisory Responsibilities:

    • Manages and directs the activities of Human Resources department and staff involved in HR related endeavors;
    • Hires, trains, evaluates employee performance, and recommends or initiates promotions, transfers, and disciplinary action.
    • Provides team lead support, serves as a coach and mentor.

Required Qualifications, Education and Experience:

    • Bachelor's degree required. Master’s degree in areas such as Organizational Design, Organizational Management, Industrial Psychology, Human Resources Management preferred.
    • Minimum of 8 years of experience in a HR management role, demonstrated leadership, supervisory and coaching skills. Experienced with resolving complex employee relations issues and developing employees and managing change in the workplace.

    • Working knowledge of multiple human resource disciplines, including compensation practices, payroll, organizational diagnosis, employee relations, diversity, performance management, and federal and state respective employment laws.
    • SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP) or HRCI SPHR credential or ability to obtain certification within one year of employment
    • Excellent time management skills with a proven ability to meet deadlines.
    • Strong analytical and problem-solving skills.
    • Proficient with Microsoft Office Suite or related software.

Physical Requirements

    • Prolonged periods of sitting at a desk and working on a computer.
    • Must be able to lift up to 15 pounds at times.
