Position Information

We are seeking a Human Resources Specialist responsible for routine and specialized human resources duties. This position ensures compliance with state and federal laws and regulations. The Human Resources Specialist will assist in planning, revising, and implementing human resources policies, procedures, and forms.

Responsibilities

HR Support 

  • Performs routine and some complex specialized human resources management work. Work involves administrating human resources management programs and ensuring compliance with state and federal laws and regulations. Primary duties include discretion and independent judgment regarding matters of significance. Serves as HR Contact for assigned units, including meeting with new employees for onboarding and Form I-9 processing. Provides support to HR Managers as requested. Maintains website/intranet documents and resources. Provides guidance to departments regarding HR practices, compliance, laws, regulations, and ethics. Effectively communicates HR programs, practices, and policies to employees. Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms. Reviews and approves actions in the HRIS System or related systems. Resolves and troubleshoots routine and complex issues. Assists supervisors and employees with HR-related questions. May serve as a backup for specialized HR training. May cross train on specialized human resource functions in an assigned area, such as benefits, classification and compensation, employee relations, immigration, leave, onboarding, payroll, performance evaluation/management, organization development, recognition/rewards, and recruitment. Assists international services, faculty affairs, student employment, graduate professional school, research, payroll, and tax on questions and requests. May coordinate, plan, and provide logistical support for specialized HR events and programs. Attends human resources trainings and/or informational meetings. 

Employee Relations 

  • Consults with assigned units on employee relations matters. Works with supervisors and employees to mitigate employee relations issues. Advises supervisors on performance improvement, reprimands and disciplinary matters, terminations, suspensions, and other separations. Processes documentation for personnel actions, providing review, editing, and guidance and ensuring compliance with state and federal laws and regulations. Meets with employees seeking consultation on human resources issues and knowledge about conflict resolution and complaint processes. Provides resources and referral. 

Research/Analysis/Reporting 

  • Compiles and prepares metrics, reports and documents related to human resources activities. Assists with data collection and reporting for audits and other data requests. Researches and completes various moderately complex projects, as requested by HR Management. Completes human resources-related surveys and questionnaires. Conducts studies regarding human resources needs and problems and may recommend actions. May collect results and disseminate surveys. Researches and completes various routine projects, as requested by the HR Management. Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms. 

Workers’ Compensation 

  • Assists the Worker's Compensation Insurance (WCI) Liaison in claims submission as necessary. Assists Unit Contacts in submitting incidents in a timely manner. Monitors records, procedures and documents to ensure compliance. Provides WCI reports and data as requested. 

Qualifications

Required Qualifications:

  • Bachelor’s degree or equivalent combination of education and experience. 

  • Two years of experience in human resources or related area. 

  • Ability to multi-task and work cooperatively with others.

  • Knowledge of word processing, spreadsheet, database, and presentation applications.

  • Ability to learn and implement the use of new programs and software, and train others to use the new systems. 

  • Knowledge of HR concepts, principles, and practices. 

  • Ability to assess and apply technical knowledge of HR and deliver HR solutions, tools, and resources in a consultative manner. 

  • Ability to build relationships.

  • Ability to resolve conflicts and help assigned staff work toward common goals.

  • Ability to solve problems and be a good listener and provide quality input and responses.

  • Ability to meet deadlines and plan and achieve goals.

  • Knowledge of records management, human resources, and payroll functions.

  • Ability to organize work effectively and prioritize objectives with a high level of discretion and independent judgment and initiative.

  • Ability to exhibit honesty and fairness in daily operations and adherence to policies, rules, and procedures.

  • Excellent analytical, interpersonal, planning, organizational, and customer service skills.

  • Excellent verbal and written communication skills, including the ability to compose and draft documents or spreadsheets. 

Preferred Qualifications:

  • Experience in problem solving, conflict resolution, compliance, employee relations or policy administration/enforcement issues. 

  • HR-related certification. 

  • Knowledge of state and federal policy on immigration and foreign national employment. Knowledge of visa types.

  • Knowledge of compensation administration.

  • Knowledge of Workday.

  • Knowledge of Salary.com or similar system.

  • Training and presentation skills. 

Other Requirements:

  • May require work hours beyond normal office hours.

Salary: Compensation for this position is commensurate based on the selected candidate’s qualifications.

Flexible Work Arrangements: Flexible work schedule and remote work may be available for this position, pending employee eligibility requirements are met in accordance with AgriLife Alternate Work Location Procedures.
