BACKGROUND CHECK: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed. 

PROBATION: All persons, including current City employees, selected for this position must complete a mandatory 1-year probation.

SUMMARY OF POSITION

The Open-Source Supervisor role is responsible for the oversight, leadership and mentorship for the Open-Source Analysts   We are looking for a highly skilled and motivated Open-Source Intelligence (OSINT) Analyst to join our team. The ideal candidate will have a strong background in intelligence analysis, with a particular focus on open-source data. This role requires a keen eye for detail, excellent analytical skills, and the ability to synthesize large amounts of information into actionable insights. As an OSINT Supervisor, you will be responsible for overseeing the collecting, analyzing, and interpreting data from a variety of open sources, including social media, news articles, public records, and other online platforms. You will work closely with other members of the intelligence team to provide comprehensive reports and briefings to support decision-making processes. The successful candidate will have a deep understanding of the tools and techniques used in OSINT, as well as a strong commitment to ethical and legal standards. You will be expected to stay up-to-date with the latest trends and developments in the field, and to continuously improve your skills and knowledge. II. Organizational Relationships

  • Collaborate and partner with other supervisors on intelligence gathering both inside and outside the agency
  • Works closely with district commanders and other command staff on events and identification
  • Produces notifications and reports to supervisors and command as needed

Interacts with:

  • Coordinates activities with City, State, and Federal law enforcement partners and other criminal justice agencies
  • City agencies and non-public safety stakeholders
  • Command Staff Members
  • Community partners such as the Downtown Partnership, Roca and Metro Crime Stoppers
  • External evaluators

ESSENTIAL FUNCTIONS

  • Provide support to operational planning, technical papers, and other tasks as directed by customer.
  • Conduct exploitation of social media and publicly accessible databases.
  • Coordinate and collaborate with other intelligence disciplines to produce finished intelligence products, including threat assessments.
  • Provide input to curriculum development for OSINT training requirements.
  • Assess and provide recommendations on emerging OSINT methodologies and tools.
  • Produce Open-Source intelligence (OSINT) Reports and other OSINT network analysis products.
  • Respond to requests for information.
  • Conduct collection and exploitation of Publicly Available Information (PAI) via use of OSINT tools.
  • Troubleshoot OSINT tools.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor's degree in a related field such as intelligence studies, criminal justice, or international relations.

AND

EXPERIENCE: Minimum of 3 years of experience in intelligence analysis, with a focus on open-source data.

  •  Ability to stay up-to-date with the latest trends and developments in OSINT.
  •  Experience in conducting risk assessments and threat analysis.
  •  Ability to synthesize large amounts of information into actionable insights.
  •  Strong problem-solving skills.
  •  Ability to work under pressure and meet tight deadlines.
  •  Proficiency in multiple languages is a plus.
  •  Experience in training and mentoring other team members.
  •  Knowledge of social media platforms and online research techniques.
  •  Strong commitment to ethical and legal standards.
