DESCRIPTION OF WORK

DEFINITION:  This position is responsible for directing the operations of an assigned shift of Police Department personnel or for supervising the department’s special operations or administrative support functions, as assigned.

REPORTS TO:  The Police Captain or Division Manager assigns work in terms of goals and objectives. 



JOB REQUIREMENTS


JOB REQUIREMENTS: 

  • Supervises employees and manages the resources of an assigned shift of law     enforcement personnel; oversees operations within an assigned district.

  • Monitors and delegates assignments; ensures timely and effective performance
    and compliance with policy and regulations; ensures that officers receive
    mandated training.

  • Coordinates police responses to crime trends or patterns and quality of life issues; develops and implements action plans.

  • Notifies supervisors of major crimes occurring during shift to properly document
    and facilitate investigations.

  • Responds to citizen complaints.

  • Provides guidance and training to supervisors and officers; ensures effective
    performance evaluations and individual skill development.

  • Assists officers in field situations; responds to calls for service or provides
    additional  resources to assist officers in the performance of their duties.

  • Assists in the preparation of division or section budgets.

  • Testifies in court.

  • Manages other specialized units and functions within the various divisions. 

  • Performs other related duties as assigned.
     


MINIMUM QUALIFICATIONS


MINIMUM QUALIFICATIONS:

  • Has served in the position of Sergeant and successfully completed the training period prior to the application deadline.

  • Possess a four-year Bachelor’s Degree from an accredited post secondary
    institution or  university or an Associate's Degree and Advanced Law Enforcement Certification prior to the application deadline.

  • Experience sufficient to thoroughly understand the work of subordinate positions
    to be able to answer questions and resolve problems.

  • Possession of or ability to readily obtain a valid driver's license issued by the  
    State of North Carolina for the type of vehicle or equipment operated.

  • Ability to meet current requirements set forth by the North Carolina Criminal
    Justice Training and Standards Commission to maintain a law enforcement
    certification in North Carolina.

  • Not have been suspended or demoted as a result of disciplinary action within
    one year of the application deadline.  The 12 month suspension/demotion period
    begins on the date that the suspension/demotion is ordered/recommended by
    the Chief of Police and ends on the application.

      codes, and laws.

•    Skill in the supervision of personnel.

•    Skill in analyzing problems and identifying solutions.

•    Skill in preparing clear and accurate reports.

•    Skill in establishing cooperative and productive working relationships.

•    Skill in evaluating and establishing written policies and procedures.

•    Skill in setting priorities for competing projects.

•    Skill in performing mathematical calculations.

•    Skill in operating computers and other standard office equipment.

SUPERVISORY CONTROLS:  The Police Captain or Division Manager assigns work in terms of goals and objectives.  The work is reviewed through conferences, reports, and observation of shift of program activities.

GUIDELINES:  Guidelines include local, state, and federal laws; City ordinances; City administrative and personnel policies; Police Department General Orders; department policy memoranda; Police Department Rules of Conduct and Duty; and North Carolina Criminal Justice Education and Training Standards. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY:  The work consists of varied management, administrative and supervisory duties. Changing circumstances, unexpected issues, and critical time lines contribute to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to direct the work of an assigned shift or program of the Police Department.  Success in this position contributes to the enforcement of local, state, and federal laws and to the effectiveness of department operations.

PERSONAL CONTACTS:  Contacts are typically with other City staff; elected and appointed officials; court officials; members of the news media; crime victims; and suspects, prisoners, and inmates.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate and influence persons, and justify or settle matters.

PHYSICAL DEMANDS:  The work is typically performed while driving, sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors. The employee may be exposed to potentially life-threatening situations. The work requires the use of specialized law enforcement protective devices.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over assigned personnel
