Responsibilities:
- Collaborate with The Proposal Manager in the production of Statements of Qualifications, Proposals, and presentation efforts.
- Coordinate with The Proposal Manager to develop solutions and win strategies while complying with client requirements to secure profitable projects.
- Coordinate with The Proposal Manager to develop Project Approach and Technical Response for Statements of Qualifications and Proposals.
- Develop and review design-build contract with design firm and hold the designer accountable for cost, quality, and schedule during the pursuit phase.
- Coordinate with the design firm and estimating team to develop appropriate level design deliverables for purposes of estimating during the pursuit phase.
- Thoroughly review and understand the contractual requirements for design submittals for the final proposal and after contract award. Assure all submittals meet the requirement.
- Collaborate with the pursuit team in preparation for One-On-One Meetings with the Owner during the pursuit phase, and as appropriate after contract award.
- Coordinate the development of Alternative Delivery Concepts (ATCs) during the pursuit phase of the design-build procurement among design, construction, and estimating teams.
- Coordinate and participate in Technical Working Groups (TWGs) during the pursuit phase and after contract award during the completion of design.
- Coordinate and engage construction and estimating personnel to participate and provide input to ensure designs are being developed consistent with the construction’s team’s intent and with the proposed phasing.
- Coordinate the preparation of the construction schedule with operations, scheduling, and estimating teams for inclusion in the final proposal submission.
- Verify construction means and methods and schedule with the technical (operations) team.
- Coordinate with the estimating team and assist in development of the cost estimate based on type of procurement, project, and contract.
- Coordinate with the estimating team on the selection of suppliers and subcontractors that best suit the specific project, as well as company approach and goals.
- Ability to work as part of a team and support and act in accordance with group decision making.
- Pursue, build, and maintain strong relationships in the industry to enable effective communication/ties to the local market.
- Actively participate in heavy civil industry trade associations and strategic community and industry activities for lead generation and visibility of the company.
- Performs other related duties as required and assigned.
Requirements:
- 7-10 years’ experience in the heavy civil market for a construction or engineering firm
- Bachelor's Degree in a related field from an accredited four-year college or university, Civil Engineering or Construction Management preferred
- 5+ years’ experience on Construction Manager at Risk (CMAR), Public Private Partnership, or Design-Build projects preferred
- Experience with State Departments of Transportation (DOT) Experience on projects $100M + preferred
- Federal, State and Local knowledge and experience
- Knowledge and experience with Word, Excel, and PowerPoint
- Knowledge with Primavera P6 Scheduling Software is a plus
- Communication - excellent oral presentation and written skills
