Description of Job

About the Work Unit
The Professional Engineer I works in The Colorado Department of Transportation's (CDOT's) Region 3 Engineering Residency in Eagle, CO.  This work unit exists to maintain, preserve, and improve the functional integrity of the Highway Transportation System through the Region-wide planning, administration, management, monitoring, and enforcement of Federal Guidelines, State Statutes, and State Rules and Regulations. The unit administers transportation construction and design contracts within Region 3 and oversees the contractors and consultants performing the work.  
 
 About the Position
 The Professional Engineer I is responsible for the construction process of transportation projects, ensuring quality construction; supervising the inspections, tests, and documentation; interpreting plans and specifications; evaluating, directing, and negotiating changes in the field and verifying that the design and construction are in compliance with contract plans and specifications in order to provide safe and adequate highway systems. This position will act as the CDOT engineer of record and will stamp plans in accordance with the regulations governing their engineering license.  This position will manage large, complex projects and environmental studies, and may manage projects that are using innovative contracting methods to deliver the project.  
 
  Your duties and responsibilities will include, but are not limited to, the following:
 
  Construction Engineering

  • Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to construct transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc.
  • Operate as the Chief Engineer’s duly authorized representative in direct charge of the work and is responsible for the administrative and satisfactory completion of transportation projects under construction.
  • Certify that the contractor’s equipment, materials, workmanship, and products conform with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation.
  • Complete ratings and reviews for project consultant and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.).
  • Oversee local agency projects and ensure they are built according to plans, specifications, and follow all federal and state regulations and processes.
  • Prepare an accurate account of pay quantities, project activities, correspondence, conditions, and problems.
  • Complete various written and computer-generated reports. 
  • Act as the primary CDOT contact regarding project issues and questions.  
Project Management
  • Prepare and organize all plan documents and bid packages so they are disseminated properly, filed appropriately, and completely as required. 
  • Serve as a CDOT representative and provide expertise at meetings with public, local/state entities, businesses, railroads, special interest groups, and utilities.  
  • Communicate with personnel in Head Quarters and other Region offices to exchange information, and request recommendations and clarifications regarding project development and design (i.e. Survey, Bridge, Environmental, Right-of-Way, Hydraulic, Traffic and Maintenance).
  • Participate on committees, task forces, and/or steering committees to help CDOT implement improvements and meet department goals.
  •  Perform project scheduling and coordinate multiple project efforts to meet advertisement dates and direct personal and residency efforts to make the various schedules and budgets work.
  • Use guidelines as appropriate to provide correct pay items and other project budgetary information.
Consultant Management
  • Manage the work of consultants in order to accomplish project completions. 
  • Inspect work performed by the contractor to ensure compliance with the standards and specifications for the particular project.
  • Responsible for the work hour estimates for task order preparation, approval and processing of consultant billings, and review of consultant deliverables. 
  • Rate and review consultant projects and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.).
  • Develop scope of services and initiate task orders in coordination with Region 3 Business Office’s practice guidelines. 
  • Negotiate with consultants the work hours necessary to complete the work defined in the scope of services.  
  • Negotiate and recommend approval of task orders or supplemental contracts required for consultant services.
Design Engineering
  • Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local design standards to develop plan sets and specifications for roadway projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc. 
  • Request field survey, environmental study, traffic data, right-of-way information, hydrology/hydraulic design, structural design, utility locations/relocations, and other information as required. 
  • Organize scoping meeting, Final Inspection Review, and Final Office Review meetings; work with Materials, Environmental, Traffic, Bridge, Survey, Utility and ROW, local stakeholders, and other specialty units to clear the project before advertisement. 
  • Evaluate proposed designs and determine changes regarding a project to improve serviceability, safety, maintenance and affordability.
  • Prepare and review plans, make decisions regarding layouts, alignments, standard designs, tabulations, specifications, quantities, acquisitions and clearances, etc., and prepare bid packages.
  • Ensure timely project advertisement, while meeting both design and construction budgets. 
  • Utilize the Professional Engineer’s experience and judgment to approve designs for assigned projects and to stamp the engineering plans.
Lead Work/Mentoring 
  • Oversee work of other positions at CDOT.
  • Train and mentor less experienced project staff, as well as train consultants on site as needed. 
Other job duties as assigned. 
 
  Work Environment
  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
  • Approximately 30% spent in the field, 70% spent in the office
  • Travel required during work hours to project sites, to meetings and trainings
  • Occasional evening, night, and weekend work depending on construction projects 
  • Overnight travel to projects throughout the Region as well as to meetings in other parts of the state, approximately 1-3 times a year.
  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather. 
  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.
  • Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation, that affects the respiratory system, eyes or, the skin.
  • Proximity to moving, mechanical parts.
  • Working in high, exposed places.
  • Required to operate CDOT vehicles

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land 
OR
    
  • Current, valid licensure as a Professional Engineer from another state in the U.S.

Preferred Qualifications
 The exceptional applicant will be a Licensed Professional Engineer with proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position; 
  • Highest work/personal ethics and integrity;
  • Has stamped plans and specifications as Engineer of Record;
  • Has served as the Engineer in responsible charge for a transportation construction project;
  • Civil engineering design and construction knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices, especially for transportation related projects;
  • Knowledge and experience with the CDOT Construction Manual, CDOT Material Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, MUTCD, Public Right-of_Way Accessibility Guidelines (PROWAG) and other industry design standards;
  • Strong attention to technical detail and accuracy;
  • Strong analytical, reasoning, problem solving, and decision making ability;
  • Excellent planning, organizational, time and project management skills and experience;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Proven ability to collaborate and build relationships;
  • Ability to partner with professionals, consultants, vendors, stakeholders, and staff, with sensitivity to their needs and priorities;
  • Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus for acceptance of a document or solution to an issue;
  • Flexibility/adaptability in response to changing conditions or unexpected obstacles;
  • Ability to work effectively in independent and team situations;
  • Passion for safety;
  • Fluency in Microsoft Office(Word, Excel, Powerpoint, Project), Adobe, Bluebeam, Site Manager, PMWeb, LCP Tracker, B2G, SAP, Projectwise, and Google applications and ability to learn other software systems;
