Position Overview


Under the direction of the Information Technology Services Manager, the Senior Programmer/Systems Administrator is responsible for installing, upgrading, and monitoring software and hardware; maintaining and/or modifying custom software systems using the following steps: planning, analyzing, establishing requirements, designing, developing, integrating, testing, implementing, verifying, and maintaining operations; providing training and support for the entire agency.


Summary of Job Duties


*Developing new or modifying of existing reports and dashboards utilizing SQL and SSRS; retrieving data for reports; recommending changes or creation of new programs, reports, and dashboards to meet the needs of the agency; installing, configuring, and administration of MS SQL databases and Reporting Services.

*Developing new or modifications of existing agency created computer/web applications utilizing .NET (VB, C#, & ASP.NET), HTML, XML, PHP, and TSQL.

*Developing e for the development and modifications of computer/web applications, reports, and automation of processes; provides application assistance, troubleshooting, and resolution; evaluating problems and conducting root cause analysis, and assisting with solution resolution.

*Researching and analyzing hardware, software and user expertise and determining need to sustain system, evaluating system performance and making recommendations for improvements.

*Evaluating network security and notifying supervisor of any problems and/or concerns; specifying user access level and what data can be accessed by users.

*Training users in the proper use of program applications and assisting users in resolving application or program problems; assisting with training employees in the use of Office software, developed, and packaged software.

*Answering department help desk phone line and providing technical assistance and support; assisting end-users, either remotely or in person, with personal computer maintenance, troubleshooting, and problem resolution; providing support functions to users, including password reset, account administration; providing application assistance.


Minimum Qualifications and Requirements


*Bachelor’s degree in Information Technology, Computer Science, or related field

*Five (5) years' experience in SQL Administration, .Net System design, development and implement, and User Training and Support

*Understands and acknowledges that Public Health - Dayton & Montgomery County uses evidence-based and evidence-informed public health practices based on scientific research including health promotion theory and practice, environmental health measures, and communicable disease control measures including vaccination, isolation, and quarantine practices, and medicine for treatment and prevention of disease, among others.

*Understands and acknowledges the use of tobacco or nicotine products in any form including replacement therapy products and prescription medications used to treat smoking addiction for anyone hired after January 1, 2014, is prohibited.

*Required to play an active role during a public health emergency, crisis, outbreak, incident, or event in which the Health Commissioner deems additional personnel resources are warranted.  This may include changes in responsibilities and working locations/hours.

*Completion of Incident Command System 100 and National Incident Management System 700 courses within 90 days of hire.

*Valid State of Ohio driver’s license and insurance on any personal vehicle that will be used for work.


Preferred Qualifications:

Master’s degree in Information Technology, Computer Science, or related field
