Under the supervision of the IT Director, the Senior Systems Implementation Analyst applies analytical skills to requests for IT service - which may be high level and / or lacking in detail - to define and document requirements to satisfy IT customer objectives. The focus of this position is to be the key IT contact for Infor application for General ledger, procurement, supply chain and to be the liaison between the information technology team and other project teams.  Under the supervision of the Director, the Sr Systems Analyst is responsible for implementing, upgrading, supporting applications and ensuring data quality and integrity. Ensures projects and information services are delivered timely and in line with the mission and strategic objectives of Independence Health System.


Schedule


This will be a hybrid schedule position that will require occasional in-person work.


Essential Job Functions



  • Strategic Delivery of Information Services

    • Ensures that all informational services performed and delivered fully supports the vision, mission and strategic objectives of both the organizational and departmental strategic plan.

    • Ensures that all data delivered, regardless of the delivery method, e.g. electronic, digital, hardcopy etc. is 100% accurate, concise and reliable.

    • Develop and employs data monitoring and testing methods to ensure data integrity.

    • Reinforces data quality standards by guiding and monitoring customers in the use of best practices that will support and maintain data integrity.



  • Accountability

    • Assumes responsibility for all facets of individual job performance and the subsequent impact of the delivery of information services.

    • Initiates corrective action and communications to rectify performance or delivery issues.

    • Active in the process re-engineering and involved in change management.



  • Software Application Administration

    • Manages assigned software applications by supporting and guiding customers in the maintenance of software functions, tools, tables or dictionaries.

    • Responds to and logically troubleshoots / debugs software problems.

    • Identifies and resolves or escalates and communicates operational failures to the necessary parties, e.g. technical services, vendors, IT Management, stakeholders etc.

    • Gathers, analyzes, recommends and submits software application enhancements to vendors with stakeholder approval.

    • Assumes responsibility and acts as project manager for all software application upgrades, patches / or STI activities.

    • Proactively monitors the performance of software applications or related services, e.g. ad hoc files, databases, etc., and resolves or escalates any problem situation.



  • Business Analysis

    • Interprets, analyzes and documents customer business practices and workflows as they relate to the implementation and delivery of new information products or services.

    • Seek business process improvements by working with customer to identify best practices and / or software application, optimization and enhancements.

    • Exercise creativity and resourcefulness to gather information; network with fellow vendor clients; conduct product searches; pursue software application enhancements in the pursuit of business process solutions.

    • Recommend, document and communicate business practice resolutions.

    • Acquire stakeholder sign-off; develop project charters and complete preparations for implementation and / or transition



  • Accountable for the achievement of results.

    • An agent for transformation.

    • Works with management and Human Resources staff to enhance processes and define new responsibilities for employees working in the re-engineered processes.

    • Instrumental in process re-engineering and involved in change management.

    • Achieves the results specified in the requirements documents.



  • Project Management

    • Understands and utilizes project management principles to facilitate implementation and delivery of new information products or services and maybe assigned project manager role.

    • Conducts project management activities in accordance with the departmental project management model.

    • Employs the use of project management tools, when applicable, to facilitate the implementation and delivery of new information products or services.



  • Participates in the management of information and or as outlined in the JCAHO Standards if appropriate.

    • Contributes to Information Management planning.

    • Contributes to the maintenance of confidentiality and security.

    • Contributes to the effective management of processes.

    • Provides decision support information.

    • Contributes to making knowledge-based information readily available.

    • Contributes to maintaining the integrity of the patient medical record.



  • Other duties as assigned.


Specialty Functions



  • Builds and customizes applications for all areas of assigned systems

    • Coordinates quality driven activities with Lab and IT resources to address impact of change on other systems and processes.

    • Examines data to determine integrity and quality outcomes. Analyzes and resolves data quality problems and communicates solutions as needed

    • Assembles teams as needed.

    • Is a designated vendor contact. Initiates communications with vendors for problem solving. Participates on product selection teams and acts as advisor to Director

    • Builds, tests and implements assigned system(s) enhancements, patches, updates, fixes, etc.

    • Communicates changes to end users. Ensures users on educated on changes

    • Tests and quality assure certain interfaces - assures cabling and data flows are tested and operational.

    • Confirms accurate billing interfaces when applicable



  • Maintains assigned Information Systems to ensure integrity of the system and optimal operation of the application.

    • Monitors system operation and acts as database administrator

    • Performs system maintenance, anticipates problems and takes action to prevent / resolve

    • Maintains documentation of software maintenance and maintenance logs.

    • Maintains an inventory of system and peripheral devices.

    • Problem solves and reports compromised data or systems quality. Proactively initiates problem solving skills too logically and timely resolve problems as soon as possible.

    • Works with peers, mgmt. and customers to develop to processes and operational protocols. Documents the same and ensure peer and user education on newly developed policies and procedures.



  • Complies with regulatory agencies.

    • Maintains the system and related policies procedures to assure compliance with third party regulatory agencies, i.e. HIPAA, JCAHO, E&Y, etc.

    • Assures regulatory regulation readiness including maintenance or preparation of standards and documents are assembled and ready at all locations.

    • Maintains billing requirements under the direction of the IT Financial Systems Director.

    • Investigates compliance issues and works to resolve 




Required Qualifications 



  • Bachelor’s Degree in Information Technology or related field with five (5) years of IT analysis and applications system environment experience.

  • Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment.

  • Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience.

  • Proven experience with managing projects.

  • Proficient with MS Project and Visio.



  • Functional Skills on PC and Related Software (Microsoft Office)

  • Knowledge of basic Office Equipment such as copier, fax machine, etc.

  • Proficiency in the use of Excel Spreadsheets, PowerPoint, and various software programs

  • Proficiency in Microsoft Office including Outlook 


Preferred Qualifications



  • Master’s Degree in IT, Business, or related field

  • Prior Information Technology Systems and health care experience. Prior report writing experience a plus Prior project management experience a plus.

  • Certified Associate in Project Management (CAPM)


License, Certification & Clearances



  • Act 34-PA Criminal Record Check from the PA State Police system


Supervisory Responsibilities



  • This position has no direct supervisory responsibilities, but does serve as a coach and mentor for other positions in the department.


Position Type/Expected Hours of Work



  • Incumbent will be scheduled based on operational need (rotate shifts, standby, on-call, etc.).

  • Travel may be expected locally between Excela Health locations, conference and education session attendance.
