GENERAL SUMMARY

Annual Salary: $60,545.49 to $75,681.85 (Depending on qualifications)  

Administers and manages telecom systems to support production clients. Works within the Information Technology team to develop and provide voice network and telephony design requirements. Configures and installs voice gateways, telephones, and other supporting equipment. Troubleshoots and resolves telephony problems, using Avaya System Manager, Avaya Session Manager, Avaya Communication Manager, and other tools. Coordinates and oversees maintenance and changes to the telephony environment. Oversees the ongoing administration of voice technology to include telephone station hardware, software changes, voice system upgrades, audio recording, and traffic analysis and reporting. Works effectively with other teams to define technical requirements and to identify and resolve technical issues. The primary environment is Avaya Aura Session Manager, Avaya Aura Communications Manager, Avaya H.323, Poly SIP Telephones, and Nice Inform. Performs other duties as assigned by the Manager, Director, or designee.

SUPERVISION

General Supervision is provided by the IT Infrastructure Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  2. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
  3. Plan, prioritize, assign, supervise, and review work of Telecom Technicians; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures; provide training and education to assigned staff.
  4. Oversee and participate in telephone systems development, integration, and maintenance of existing telephony applications; assist assigned staff in the completion of their duties and responsibilities.
  5. Assist and participate in other department and division staff training as necessary including preparation of documentation.
  6. Assist in the evaluation of current telephony systems including compatibility for conversion or upgrade; participate in the development and restructuring of procedures and requirements for telephony systems; assist in collection and analysis of feedback from other departments and divisions including evaluation of Telecommunications needs.
  7. Develop and implement telephony standards and procedures; develop telephony operations standards and procedures.
  8. Communicate with city departments concerning analysis and design of new telephony applications; resolve user department problems and revise existing telephony programs to solve applications problems; provide telephony training for new users and existing staff.
  9. Provide support to assist division staff in the completion of their duties and responsibilities.
  10. Troubleshoot telephony problems and equipment difficulties; correct or repair problems as requested.
  11. Research and prepare programming and equipment specifications including hardware and software recommendations and potential purchases; provide results for review and revision; test and review approved prototypes; assist in the installation of the approved, finished programs; prepare user documentation and provide basic training on new programs.

MINIMUM JOB REQUIREMENTS

EDUCATION

Bachelor’s degree or 3 years’ experience in telecommunications administration.

EXPERIENCE

Three years of increasing responsibility experience in telecommunications administration.  

Preferred experience in Avay Aura Communications Manager, and Avaya Aura Session Manager. 

Also, preferred proficiency in configuring and troubleshooting telephone systems including IVR, Call Routing, and related systems.

CRIMINAL HISTORY

When assigned to Criminal Justice Information Services Data:

Employee will not have a record of being convicted of a Class B misdemeanor or higher offense in order to work with and view Criminal Justice Information Services data.

LICENSES AND CERTIFICATES

Possession of a valid driver's license.
