What you need to know
TTI is a Texas based agency. This position has the flexibility of a hybrid remote option with two days in a TTI Texas based office. This can be discussed further during the interview process.
The salary range for position is commensurate. Final salary will be determined based on the applicant's qualifications and experience.
Job Summary
The significant and negative impact of drug and alcohol use on transportation safety is well documented. This position will serve as Center for Alcohol and Drug Education Studies (CADES) manager. The person in this role will serve as a subject matter expert in the area of drug and alcohol research, education, and outreach (REO) activities and will be an agent for positive transportation safety change in Texas and nationally.
The general scope of activities will include providing direction and operational oversight for a portfolio of drug and alcohol REO projects, being a principal investigator on self-initiated REO projects, developing new initiatives, and leading the CADES program in terms of setting strategic research goals and providing coordination and staff leadership. It is through these activities that positive transportation safety change can be supported.
Continuation in this position is contingent upon availability of funding derived from REO projects.
General Duties
The Texas Transportation Institute is composed of approximately 700 staff who are committed to the creation of knowledge that transforms transportation for the benefit of society. CADES addresses the persistent and pervasive issue of drug and alcohol in driving. The goal of our efforts is to make positive changes that help people in Texas, nationally, and internationally.
Duties for the CADES director will include the following:
Applied Research and Management Duties: Responsible for the overall direction and management of CADES, which includes the day-to-day supervision, planning, administration, evaluation, and implementation of the program’s REO functions. Activities will include:
Project Management. Will manage multiple projects as PI through managing time, budgets, and progress of work to meet sponsor expectations.
Supervision. Manage a group of REO subject matter experts to attract, complete, and promote drug and alcohol REO activities. This includes tracking and managing staff effort and managing staff performance.
Data Collection, Data Analysis. Responsible for collecting and then analyzing and understanding the results of drug and alcohol REO data to inform stakeholders.
Information Dissemination. Compile, document, and present results (e.g., technical reports, technical memoranda, and presentations). Prepare materials for presentation to sponsors, to stakeholders at technical meetings or conferences, prepare manuscripts and publish results as peer-reviewed articles.
Work Coordination/Management. Plan, schedule, coordinate, and report detailed phases of projects. Coordinate activities and gather data needed for project tasks. Assemble, organize, document, and archive REO project materials and deliverables. Analyze and develop potential new techniques, policies, procedures, and recommendations within the drug and alcohol REO domain. Manage, communicate, and coordinate with multi-disciplinary teams. Ensure the completion of project objectives and timely delivery of high-quality project deliverables.
Business Development: Responsible for development and maintenance of a drug and alcohol REO portfolio. This includes:
Develop and present innovative project ideas, concepts, and research needs statements to potential REO sponsors.
Identify new opportunities to apply the CADES’ program staff skillset.
Build potential teaming relationships with other partners.
Independently maintain or contribute to extramurally funded research through leading and assisting in proposal development.
Manage contracts.
Staff Management and Supervision: Manage, develop, and mentor staff. Including:
Identification of professional and career development needs and performance goals for CADES staff.
Provide continual and annual performance evaluation feedback.
Approve time and effort, and approve leave requests.
Supervise senior and junior staff work/performance including day-to-day assignments.
Specific Duties: Specific duties to include:
Responsible for managing the CADES program and staff in terms of financial management, strategic program planning, setting program objectives, and communicating and advancing the information and plans. 25%
Develop and lead drug and alcohol REO proposals and manage project budgets, deliverables, and due dates including developing new sponsors, identifying future direction of funding opportunities, and actively developing and nurturing research opportunities. 35%
Manage CADES staff in terms supervising, developing, and mentoring junior and mid-level staff within CADES; hiring; conducting performance reviews; and recommending salary actions/promotions. 20%
Coordinate with other program managers and TTI staff. 15%
Other duties as assigned. 5%
Required Education and Experience
Master’s degree in transportation, criminal justice, public health, or other related field.
8+ years professional experience in transportation safety with a focus on drug and/or alcohol topics. Within the 8+ years of professional experience, a minimum of 4 years’ experience developing proposals, managing projects, and managing programs and/or teams.
Knowledge, Skills, and Abilities
Knowledge of state and federal impaired driving laws.
Knowledge of research management processes, data collection, and evaluation methods.
Preferred Qualifications
PhD, EdD, or 10 years managing traffic safety research teams and programs.
Experience with and participation on national committees or service boards.
