About the Position:
The Virginia State Police (VSP) is seeking to hire a Business Systems Analyst in our Criminal Justice Information Services (CJIS) Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will identify business rules and requirements, extract and analyze data, recommend data quality improvements, respond to audit requests, and lead efforts to automate CJIS responses to frequently occurring audits; review and analyze VSP operations, processes, system interfaces and technical solutions for the purpose of developing and implementing business requirements and improvements; propose, design, and implement public-facing services; determine project scope and drafts project plans; lead and coordinate VSP supplier and Information Technology (IT) Division system activities related to solution design, testing, training, implementation, and support; provide support services for VSP operations and systems; provide technical expertise to help ensure accurate data quality across all VSP systems; and perform detailed data analysis tasks including deriving requirements from existing data sources, defining what is accurate data, identifying/defining data relationships that allow for accurate data analysis, converting data from existing sources into databases to be used for analysis, conducting complex database queries to retrieve data for analysis, identifying data quality errors, documenting findings and making recommendations to improve data quality, and determining data conversion and system interface requirements.

Minimum Qualifications
•Considerable knowledge and experience with business analysis, data analysis, developing requirements, testing, and identifying and documenting system deficiencies is required.
•Experience with business process analysis, process improvement and process design are required.
•Strong analytical and problem-solving skills and experience is required.
•Knowledge and/or experience with software development methodologies, including Agile, is required.
•Strong oral and written communications skills with team(s), management, and stakeholders is required.
•Experience producing project deliverables such as requirements documents, Agile stories and test plans is required.
•Ability to successfully interact in a team environment and effectively communicate in English, both orally and in writing.
•Ability to support and troubleshoot Information Technology (IT) applications is required.
•Ability to work independently is required.
•Limited travel is required to outlying VSP Divisions and Area Offices is required.
•High School Diploma or GED equivalent.
Additional Considerations
•Experience with automated reporting tools is preferred. •Proficiency with Microsoft Office is preferred.
•Ability to create and analyze Requests for Proposals (RFPs), Statement of Works (SOWs), Service Level Agreements (SLAs), pricing and other documents required by state procurement processes is preferred.
•Ability to create and analyze Project Scope documents and project budgets is preferred.
•Experience supporting a criminal justice application is preferred.
•Experience working with technical staff is preferred. •Leadership experience desired.
•Experience in business administration, computer science or related field is preferred.
