Description

General Description:

The Chief Compliance Officer (CCO) oversees Concilio’s compliance activities, ensuring adherence to laws, regulatory requirements, contracts (e.g., CUA), and organizational policies and procedures. Reporting directly to the CEO and Board, the CCO leads the Quality Assurance and Quality Improvement (QA/QI) department, acting as the compliance leader and subject matter expert. This role establishes standards, implements procedures, and fosters a culture of compliance, ensuring that programs and administrative departments effectively identify, prevent, detect, and correct noncompliance issues. The CCO also drives strategic quality initiatives to meet or exceed funder expectations and promote organizational accountability.

Duties and Responsibilities:

  • Develop, implement, and maintain an annual compliance work plan that aligns with Concilio’s operational and contractual obligations.
  • Periodically review and revise the compliance plan based on organizational changes, regulatory updates, and funder requirements.
  • Oversee and monitor the organization’s compliance program, including internal and external reviews, ensuring all areas meet regulatory and contractual obligations.
  • Lead and mentor QA/QI teams to ensure alignment with compliance goals and organizational priorities.
  • Provide guidance, advice, and compliance training.
  • Foster a culture of accountability, ethics, and transparency across the organization.
  • Act as a strategic advisor to the leadership team, identifying and mitigating compliance risks proactively.
  • Guide program directors in operationalizing compliance, including addressing funder audits and regulatory feedback.
  • Provide recommendations to enhance the efficiency of compliance-related processes.
  • Prepare and present compliance updates and strategic recommendations to the Board of Directors and senior leadership.
  • Communicate compliance risks, challenges, and achievements effectively to all levels of the organization.
  • Coordinate and oversee internal audits, external reviews, and regulatory examinations.
  • Independently investigate compliance-related matters, ensuring prompt resolution and adherence to corrective actions.
  • Collaborate with program staff to address findings from DHS and other funder audits.
  • Create, update, and enforce policies that encourage employees and managers to report suspected fraud, misconduct, or noncompliance without fear of retaliation.
  • Ensure robust monitoring processes are in place for key performance metrics.
  • Provide compliance input during risk management discussions for programs and administrative departments.
  • Act as a liaison with funders, regulators, and external auditors on compliance matters.
  • Collaborate with cross-functional departments (e.g., HR, fiscal, IT) to ensure compliance readiness across all impacted areas.

Qualifications

Qualifications

  • Master’s Degree in Business Administration, Public Administration, or a related field required.
  • Minimum of 5 years of senior management or executive-level experience in compliance, risk management, or QA/QI, preferably in human services or a nonprofit setting.
  • Demonstrated experience with DHS regulations, CUA contracts, and child welfare compliance standards.
  • Strong understanding of nonprofit program operations, with the ability to navigate complex regulatory frameworks.
  • Flexibility to travel across Concilio’s properties and partner sites.

Physical Demands

The physical demands require this position to frequently require to sit at a desk for long periods of time. The employee may occasionally lift and move up to 20 pounds pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and depth perception.


Work Environment

While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to wet and humid conditions, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions, the risk of electrical shock, and vibration. The noise level in the work environment is usually moderate to occasionally loud.
