The Chief Compliance Officer is responsible for:



  • Implementation and ongoing compliance on preventing, detecting and responding to abuse and harassment of all forms to the Justice Center and Office of Children and Family Services. Being the point person for Justice Center investigations.



  • Defining the necessary level of knowledge on existing and emerging regulatory compliance requirements across the organization



  • Ongoing employee compliance trainings



  • compliance Policy and Procedure updates



  • Guiding in a productive, professional way, when informing staff about the compliance guidelines the agency must uphold



  • Overseeing and monitoring the implementation of the compliance quarterly meeting



  • Providing guidance, advice, and training to each of the different departments



  • Providing strategic direction to the management team on compliance



  • Preparing and presenting clear and concise compliance reports to the Board



  • Interacting with regulators on compliance issues



  • Coordinating efforts related to audits, reviews, and examinations



  • Developing policies and programs that encourage managers and employees to report suspected fraud and other improprieties, without fear of retaliation



  • Coordinating internal compliance review and monitoring activities, including periodic reviews of departments



  • Independently investigating and acting on matters related to compliance



  • Monitoring external review processes



  • The individual must be able to provide compliance guidance that balances regulatory requirements, risk mitigation and business objectives



  • Completing all Justice Center Investigations, and complete the necessary follow up documentation needed (CAPS, Health and Safety Assessment)



  • Perform other related duties as





  • Requires Skills/Abilities:



  • Ability to speak, read, and write English fluently which allows full communication with agency staff and 3rd parties



  • Ability to perform highly exacting work, complex in nature, and to exercise sound judgement



  • Ability to evaluate facts, interpret results, and make recommendations



  • The Candidate should have experience providing direction and oversight and be able to help guide the team in the assessment of control deficiencies while assisting in developing effective remediation plans.



  • Ability to provide direction in the ongoing maintenance of the annual compliance risk assessment



  • Working knowledge of computer accounting system, spreadsheet, and word processing software (Excel and Word).



  • Possess a valid driver license with a driving record acceptable to CHK's insurance carrier and possess the ability to drive agency vehicles to other agency sites and places for training purposes.



  • Ability to use sound judgement while following agency policies, practices and procedures




Qualifications:



  • Master's degree; In Social Work, Program Devlopment, Human Services



  • Requires a Bachelor's degree in behavioral science, human services or social services, or business administration or management, and at least one year with experience in child welfare standards, best practices, quality assurance and compliance

Position Summary:


The Chief Compliance Officer's primarily responsible for overseeing the Agency's compliance within the scope of regulations of our governing bodies (OCFS, NYSED, ORR). As the compliance leader, the CCO is responsible for establishing standards and implementing procedures to ensure that the compliance with our federal and state regulations are being withheld throughout the organization. The CCO must provide reasonable assurance to senior management and the Board that there are effective and efficient policies and procedures in place, well understood and respected by all employees, and that the company is complying with all regulatory requirements.
