Purpose of Classification:
The purpose of this classification is to protect life and property, deter criminal activity, and enforce all local, state, and federal laws, statutes, and regulations. Incumbents in this classification interact daily with community members to build trust, inform them about the police department’s work, and build community partnerships. They provide residents and business owners with crime prevention tips and best practices to keep them safe and their property secure. The individual in this role promotes community relations between the police department and the public.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Enforces all applicable traffic and criminal codes, ordinances, laws, and regulations to protect life and property, prevent crime, and promote security.
Responsible for coordinating and conducting community meetings such as Neighborhood Watch, Business Watch, and informational workshops.
Conducts biannual drug takeback events and helps monitor the prescription drug drop-off box in the police department lobby.
Serves as a supplemental resource to aid patrol teams with issues requiring more advanced problem-solving and long-term efforts to decrease criminal activity.
Conducts safety and welfare checks for senior citizens; receives and reviews the list of senior citizens on the watch list; makes phone calls and visits; plans quarterly lunches; and organizes the annual Thanksgiving lunch.
Assists residents and businesses with safety and security surveys utilizing Crime Prevention through Environmental Design (CPTED).
Organizes and plans events that improve police and community relations, such as National Night, Annual Golf Tournament, Superhero 5K, Gregg’s Groceries, and Police Summer Camps. Develops new community outreach programs to address community issues and build relationships with community members and local organizations.
Coordinates the Citizen’s Police Academy to help community members learn about the Fountain Inn Police Department operations and activities.
May be required to assist with the department’s efforts in enforcing underage drinking laws through the Multi-Jurisdictional Alcohol Enforcement Unit.
May be required to serve as bailiff duties during terms of court.
Performs active patrol duties as assigned: patrols designated areas to detect and deter criminal activity; responds to calls relayed by dispatchers; writes citations; apprehends, arrests, and processes criminals, fugitives, and offenders as appropriate; and provides assistance and backup support to other officers and agencies as necessary.
Follows safety procedures, utilizes safety equipment, and monitors the work environment to ensure the safety of employees and other individuals. Performs driving functions safely and efficiently under various conditions, including day/night hours, in congested traffic, in adverse weather conditions, and in emergencies involving speeds in excess of posted limits. Inspects and maintains the assigned police vehicle, uniform, weapons, and equipment.
Attends shift meetings, training sessions, and seminars as required to remain knowledgeable of departmental operations, promote improved job performance, and stay current with changing policies, procedures, codes, and criminal/civil case law, read professional literature, and maintain professional certifications and affiliations.
Processes a variety of documentation associated with department/division operations within designated timeframes and per established procedures. Prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or use in preparing department reports; and maintains computerized and hardcopy records.
Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Operates or uses various equipment associated with law enforcement to complete work assignments. Operates and maintains police vehicles, firearms, electronic control devices, emergency equipment, radio/communications equipment, and other law enforcement tools and equipment.
Communicates with supervisor, other City employees, school administrators, faculty and staff, students, parents, senior citizens, businesses, the public, and other individuals as needed to coordinate work activities, review work status, exchange information, or resolve problems.
Regular Attendance: Consistent and reliable in-person attendance to ensure effective teamwork, collaboration, and communication with colleagues, clients, and community members. This includes but is not limited to attending scheduled meetings, participating in on-site or off-site events, and being available during standard work hours. The City will attempt to accommodate any reasonable adjustments as outlined by the ADA.
Additional Functions:
Performs other related duties as required. May act as bailiff for municipal court when the court is in session.
Minimum Qualifications:
High school diploma or GED required; supplemented by two years of experience as a Certified Police Officer; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid South Carolina driver’s license.
Must possess and maintain a Class 1 Law Enforcement Certification from the South Carolina Criminal Justice Academy (SCCJA).
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information, such as work logs, accident and incident reports, training materials, tickets and citations, fundraising calendar, etc.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
ADA Compliance:
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, heights, confined spaces, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, firearms, violence, disease, pathogenic substances, or rude/irate customers.
