Job Responsibilities

Provides oversight and direction to the District Human Resources (HR) staff. Promotes dialogue, collaboration, and consultation between District HR staff and HR functional subject matter experts in order to strengthen the knowledge base of the District HR team and foster solid and healthy working relationships among colleagues in the HR Office. Coaches and counsels District HR staff as necessary. Develops, delivers, or provides training as required. 

Ensures District Human Resources teams are meeting the personnel needs of their respective districts. Functions as a strategic business partner with district management and develops the District HR Managers and Coordinators to do the same. Monitors transactions across all districts to ensure they are being processed consistently, efficiently, and timely. 

Assesses workflows, processes, and procedures, and implements changes/enhancements, when necessary, to ensure consistency, efficiency, and effectiveness. Identifies best practices, develops and implements new procedures as appropriate, and ensures consistent application across districts. Creates and disseminates supporting training materials as required. 

Ensures understanding of, and adherence to, federal and state laws and agency policies. 

Provides human resources support to the districts in the absence of the district human resources team members or when work demands necessitate assistance. 

Works on HR or Agency special projects as assigned. Performs other related duties as assigned. 

Minimum and Additional Requirements

A bachelor's degree and five (5) years of relevant human resources experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Position requires flexibility in work hours during high-volume periods. Position requires travel up to 75% between SCDOT facilities.
