Brief Job Description:

 

The Human Resource Information Systems is a key technical leader and manager within the City’s Office of Human Resources. The manager provides strategic support for OHR to take ownership of HR technology systems, including but not limited to a talent acquisition management system, HR/Payroll ERP system, and an employee help portal. The City’s ERP System is a powerful application integrated with the state retirement system, payroll, health vendors, and other critical systems, and requires knowledgeable and technically skilled resources to work closely with IT support to improve data quality, security, and usability of the system.






Responsibilities:






  • Reporting to the Director of Service Delivery, the HRIS manager works closely with HR staff internally and across the City to analyze and improve the City’s HR processes by reviewing policies, performing system analysis, identifying opportunities to apply or enhance technology, defining business requirements, and identifying and evaluating potential technology solutions.
  • The manager advises management on organizational policy matters related to Human Capital Management.
  • The HRIS manager supports the review, testing, and implementation of HRMS system updates, enhancements, fixes, and patches/images. The manager works to specify HR requirements to the Department of Information Technology and other technical support staff to identify and address cross-departmental needs; identifies and addresses system integration requirements; plans and implements cross-departmental projects; and identifies and resolves day-to-day operational problems.
  • The HRIS manager writes, maintains, and supports a variety of reports or queries utilizing reporting tools, and develops and administers operational reports.
  • The manager maintains data integrity in systems by building and running queries and analyzing data; identifies gaps and opportunities to improve system and data quality; works with users to take action on errors and identify opportunities to mitigate issues going forward, including constant communication and training.
  • The HRIS Manager also acts as Security Administrator for HR systems - works with users to determine appropriate access, ensures proper approvals are in place when granting access to the systems, and coordinates annual audits of security access.
  • The HRIS manager works closely with HR training resources, business owners, and IT support to identify training needs, build training material, and support training dissemination to all HR system users.
  • Performs related work as required.





Minimum Entrance Qualifications:






  • At least four (4) years of full-time, or equivalent part-time, experience working with database systems and data analysis projects in a business, government, or nonprofit setting, of which two (2) years must have been in a supervisory capacity.
  • A bachelor's degree in computer science or related field is preferred and may be substituted for two (2) years of the required experience. Supervisory experience may not be substituted. 
  • Experience planning and executing collaborative projects from start to finish under time and resource constraints.
  • Familiarity with relational database systems and reporting environments such as PostgreSQL, MySQL, or Microsoft SQL Server.
  • Proficiency in statistical data analysis and visualization.
  • Ability to communicate the results of analyses in a clear and effective manner.
  • Strong analytical, problem-solving, and communication skills, including mapping of specific business needs to appropriate solutions in a data-focused context.
  • Demonstrated success in learning new skills as needed to succeed in a fast-paced environment.
  • Talent for explaining complex subject matter to both technical and non-technical audiences.
  • Experience in the public sector (especially in local government) is highly desirable.
  • Working knowledge of PeopleSoft HCM 9.2 applications is preferred.
  • Knowledge of Human Resources/Payroll policies and practices is desirable.
  • Strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Ability to manage work independently and handle multiple tasks with overlapping deadlines.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite
  • Ability to exercise good judgment and focus on detail as required by the job.
