The Business Analysis Team provides an early view into the planning of state agency IT investments across the executive branch, establishes and maintains good working relationships in support of Agency lines of business, and advocates the best use of tax dollars in the execution of IT initiatives. The group functions as a center of excellence for business and use case development and provides consulting and education to executive branch agencies as needed.
The IT Business Systems Analyst I is responsible for the planning cycle with agency partners with respect to aligning business goals and objectives with proposed technology solutions. The business analyst will have the capability to engage, discuss and advise both IT and business stakeholders on optimal solution scenarios, risks, and risk mitigation strategies.
Duties include, but are not limited, to:
• Scope and define solutions and author business cases to support the proposed solutions.
• Facilitate matrix teams to define solutions that meet time and budget objectives.
• Plan and coordinate the agency planning activities and agency initiatives including performing business case analysis.
• Lead the resolution effort for any business requirements clarifications or other issues for agency initiatives if/when they arise.
• Transfer knowledge and other important or relevant information to others in the engagement channel.
• Cooperate with agency leadership to provide benefits realization evaluations against project and business case objectives.
• Perform other duties as assigned to complete project tasks and requirements.

Relevant certifications such as IIBA Certified Business Analyst Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), Certified ScrumMaster (CSM/PSM), Certified Scrum Product Owner (CSPO/PSPO), PMI Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), Certified Six Sigma Green Belt (CSSGB), or IIBA Agile Analysis Certification are a plus.
