Your Role
As the Sr. HR Pipelines and Placements Partner, you will oversee the full spectrum of pipeline programs, including internships, apprenticeships, teacher accreditation, international sponsorship partnerships, college and university partnerships, student teaching and practicum experiences, and other work-based learning experiences. This role will design initiatives to enhance current pipeline and alternative certification work as well as develop additional pipelines to enter the PPSD teaching profession. This role will have a heavy focus on the retention of our diverse taskforce. Reporting directly to the Executive Director of Recruitment & Staffing, you will be responsible for managing, developing, and expanding programs that recruit, train, and retain diverse talent for PPSD. This position will also focus on creating pathways for underrepresented populations, including students at various academic stages and incumbent employees looking to up-skill.
In addition to overseeing the pipeline programs, you will lead the strategic development and execution of the district’s recruitment and retention plan, ensuring that efforts to attract and retain top talent align with the district’s broader goals. You will ensure the smooth coordination of pipeline programs across the district, leading efforts to improve program efficiency, effectiveness, and participant outcomes. Your leadership will help maximize the impact of these programs by building relationships with internal and external stakeholders, including colleges, universities, and community organizations.
Key Responsibilities
Pipeline Program Leadership & Oversight
Lead the strategic development, management, and execution of the district's career pipeline programs, ensuring alignment with district needs and goals. Programs include internships, apprenticeships, student teaching, international sponsorship partnerships, and other professional development experiences.
- Manage relationships with key pipeline partner organizations (e.g. universities and community organizations) to incorporate a progressive ability to reach target applicants and develop pipelines of future candidates.
- Manage the overall implementation of our Grow Your Own teacher pipeline program, including program evaluation, data reporting, strategic partnerships, and program activities.
- Oversee the International Teacher program (up to 3 years), including recruiting, supporting, and integrating international teachers into PPSD schools.
- Manage TA to BA pipeline programs and opportunities for PPSD staff, including our teacher assistant accreditation program.
- Manage the high school student to teacher pipeline programs
- Develop and implement programs for a per diem substitute to teacher pipeline
- Strengthen relationships with existing teacher certification programs and alternative certification pathway programs.
- Coordinate in-school visits for pipeline program participants to ensure they receive ongoing support and professional development during their placements
- Recruitment & Placement
Oversee recruitment efforts for all pipeline programs, ensuring the attraction of diverse and high-quality candidates.
- Coordinate with school leaders and staffing to manage placement efforts, ensuring successful onboarding and integration of candidates into the district.
Collaboration & Relationship Building
Partner with Senior Leadership, Recruitment, Talent, Data, and other district teams to enhance pipeline programs. Build and maintain strong relationships with local colleges, universities, and community partners to ensure a robust talent pipeline.
- Design the strategy to transform, align and maximize the expanding partnerships efforts into an equitable, coherent, and impactful strategy that creates a multi-year pipeline from acquisition licensure, preparation and retention in PPSD.
- Identify, research, assess, build and manage strategic partnerships (who & and what); MOU's; oversee establishment of partnerships within PPSD and area colleges, and organizations that are taking innovative approaches to serving students from a full range of socio-economic, racial and ethnic backgrounds.
- Manage relationships with key pipeline partner organizations (e.g. universities and community organizations) to incorporate a progressive ability to reach target applicants and develop pipelines of future candidates.
- Pursue grants and partnerships to support expansion initiatives.
Program Development & Evaluation
Continuously assess the effectiveness of pipeline programs, using both qualitative and quantitative data to refine and improve offerings. Stay abreast of industry trends and partner with stakeholders to implement innovative program enhancements.
- Identify need for design, improvement of data collecting systems; development of reports; develop benchmarks/metrics; facilitate data inquiry.
- Analyze and report on data gathered from evaluation of pipeline programs to support strategic and academic planning processes.
- Administer and oversee program recruitment, program implementation, and evaluation for pipeline programs. Contribute to program evaluation, tracking and assessment
- Maintain and update accurate records of all pipeline participants, alumni, and mentor attendance and completion of program requirements.
- Oversee reports on participant recruitment into pipeline programs, selection, enrollment and graduation data on a regular basis.
Strategic Planning & Retention
Work closely with senior leadership to ensure pipeline programs align with the district’s long-term recruitment and retention strategies. Contribute to strategic planning efforts for talent development and retention across the district, including overseeing and managing the district’s Strategic Recruitment and Retention Plan.
- Collaborate with internal and external partners to develop supports designed to retain our diverse workforce
- Develop opportunities for internal networking among teachers of color
- Coordinate support initiatives for individuals in our teacher pipeline programs
- Lead efforts to retain participants within pipeline programs, ensuring alignment with district needs and providing continuous opportunities for professional advancement.
Mentorship & Support
Develop and lead mentorship initiatives for participants in pipeline programs. Provide guidance and support to mentors, supervisors, and program participants to foster professional growth and success.
Program Promotion
Represent the district at job fairs, community events, and conferences, promoting the pipeline programs and attracting diverse candidates. Develop materials and campaigns to increase awareness and participation.
Qualifications
- Education: Bachelor’s degree required; Master’s degree preferred.
- Experience: Significant experience in talent pipeline development, recruitment, and placement within education, particularly in large, urban school districts.
- Skills: Strong leadership, communication, and organizational skills. Ability to collaborate with diverse stakeholders and drive change within a complex organization. Excellent interpersonal skills and a positive teamwork-oriented and customer service attitude, as well as flexibility and adaptability on teams and for events, are necessary in this fast-paced environment.
