Job Summary: |
Performs work corresponding to the activities within the Division of Public Health Preparedness Services, Bureau of Emergency Medical Services, and Trauma Systems. Assists with or determines the issuing of state trauma center designation certifications to both state and federal licensed healthcare institutions, maintaining current certifications by ensuring compliance with all applicable regulations. Conducts initial and renewal of state trauma center designation certification inspections to determine compliance with all applicable regulations. Review of quality systems by tracking documents, corrective actions, and other quality data. Conducts investigations of the operation of a state-designated trauma center facilities or provider upon receiving a complaint. Corresponds with the regulated community or with regulatory bodies, responds to technical questions from licensees, develops standards, participates in rule-making, and conducts inspections. Performs, assists, or reviews detailed investigative or inspection reports, statements of deficiencies, and correspondence regarding changes in the status of a trauma center designation certification.
Job Duties: |
Monitor and/or review quality systems assigned for specific discipline by tracking documents, corrective actions, and other quality data. Setting up (includes travel and accommodations as applicable), participating in, and performing inspections/investigations of regulated facilities to determine compliance with federal regulations, statutes, rules, and internal procedures. Independently conducts advanced level investigations if significant issues are identified or complaints received. Prepare investigation reports. Assists in the preparation of legal orders related to enforcement actions taken on regulated facilities. Develop standard and ad hoc reports, templates, dashboards, and other performance-related metrics. Schedule and oversee training for new employees. Participates in the generation of training materials and gives presentations to internal/external stakeholders as assigned. Provide advice and guidance to lower-level worker. Participate in and/or lead staff, advisory committee, and/or stakeholder organization meetings. Requests and responds to feedback from clients regarding services. Provide technical assistance to providers and consumers. Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- American College of Surgeons Committee on Trauma Standards.
- Arizona Administrative Code and Arizona Revised Statutes related to Trauma Center Designation and data submission.
- Relationship-building and stakeholder engagement, including collaboration with other regulatory bodies and healthcare providers at various clinical levels.
- Good understanding of facility management and operational concepts.
- Specialized procedures.
- Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
Skill in:
- Clear and effective communication skills for working with healthcare providers
and answering technical questions in an easy-to-understand way.
- Review and reading/interpretation of professional literature and regulations
- Requires high level of oral and written communication, analytical review, interpersonal relationships, active listening, organizational, evaluation, repetition, education/training.
- Comfortable and confident in leading and facilitating stakeholder meetings,
including medical directors, trauma program managers, and administrative staff.
Ability to:
- Handle sensitive and confidential information such as PHI and follow HIPPA guidelines appropriately.
- Prepare professional, clear, and well-organized written reports and correspondence. Change priorities as issues arise, problem-solving (root cause).
- Manage multiple tasks and priorities under tight deadlines, especially when responding to complaints or certification timelines.
- Work independently.
- Perform reviews.
- Analyze analytical data, reporting, and evaluation of analyst qualifications providing compliance data.

Selective Preference(s): |
Bachelor's degree with 2 years of work experience or 5 years of work experience in lieu of a degree.

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
